Land title stays with the landowner. Rhiz secures defined usage rights through long-term leases, development agreements, or ground leases. These agreements specify footprint, density, environmental limits, construction standards, and shared infrastructure. This structure preserves ownership clarity while giving Rhiz the stability required to plan, build, and govern.
Rhiz governs participants through a civic charter that members opt into. The charter defines conduct, contribution expectations, dispute resolution, local coordination, and shared services. Governance attaches to citizenship and participation, not to land ownership. The landowner recognizes the charter within the leased area, allowing Rhiz to operate as a coherent civic unit.
Landowners participate in upside tied to network growth rather than static rent alone. Compensation can include lease income, revenue share, equity in operating entities, token participation, or service credits. As Rhiz grows in population, productivity, and cultural gravity, the landowner benefits proportionally. This creates shared incentives for stewardship and long-term success.
Development proceeds in stages tied to clear milestones such as population thresholds, capital commitments, or infrastructure readiness. Early phases emphasize modular, reversible structures and low-impact systems. Later phases introduce permanent buildings, utilities, and public spaces. Rhiz uses conventional legal vehicles such as LLCs, cooperatives, trusts, or special districts to interface with existing law. The network state forms socially and digitally first, then anchors physically through these entities. This mirrors early network state theory articulated by Balaji Srinivasan while remaining practical within current regulatory systems.
All agreements define clear exit conditions. If Rhiz relocates or dissolves, land use rights revert cleanly to the owner. Improvements transfer, are purchased, or are removed based on predefined terms. This clarity lowers friction, protects all parties, and enables conservative landowners to engage with confidence.
